Copies of the fishing management  documents and details about submitting comments are available at the council&#8217;s  website, www.safmc.net.<\/h5>\n<h5>&#8211; Additional information is available  by calling the council toll-free at (866) SAFMC-10 or (843) 571-4366.<\/h5>\n<h5><em>Source: South Atlantic Fishery Management  Council<\/em><\/h5>\n<\/div>\n<div>\n<div>\n<h5>BRUNSWICK, Ga. &#8211; Federal authorities want to know what Georgia and Florida  saltwater fishermen and the public think about proposed regulations including a  program in which individual fishermen would have to observe annual limits on  catches of many popular fish species.<\/h5>\n<h5>The regulations would affect commercial and recreational fishermen in federal  waters from 3 to 200 miles offshore from the North Carolina\/Virginia state line  south to the Florida Keys.<\/h5>\n<\/div>\n<div>\n<p>Beginning Monday, fishermen can voice their opinions, offer suggestions or  get details about the proposed measures during a series of public meetings,  including sessions in Southeast Georgia and Northeast Florida.<\/p>\n<p>Conducted by the South Atlantic Fishery Management Council, the meetings will  continue through Feb. 3. The meetings will be from 3-7 p.m.\u00a0The council manages  federal fisheries along the east coast in North Carolina, South Carolina,  Georgia and Florida.<\/p>\n<p>The federal Magnuson-Stevens Fishery Conservation and Management Act mandates  annual catch limits to prevent overfishing. If the catch limits are exceeded,  then the National Oceanic and Atmospheric Administration can impose a harvest  quota or seasonal closure to help the fish population rebound.<\/p>\n<p>&#8220;Basically, what we&#8217;re trying to do is what the Magnuson-Stevens Act tells us  we have to do,&#8221; said council member Charlie Phillips of Phillips Seafood\/Sapelo  Sea Farms in Townsend.<\/p>\n<p>Among the proposed regulations, three are most likely to generate the most  controversy, Phillips and other council members said.<\/p>\n<p>&#8211; A comprehensive catch share program.<\/p>\n<p>Under this proposal, the harvest of designated species such as greater  amberjack, vermilion snapper or golden tilefish would be divvied up among the  fishermen. They would only be allowed to take an assigned percentage of the  total harvest instead of the daily limits now in use.<\/p>\n<p>One possible method to determine the catch share allotment would be to use  past harvest records.<\/p>\n<p>&#8211; Commercial trip limits for certain fish.<\/p>\n<p>Under the proposal, a boat would be limited to how many fish of a particular  species it could harvest each fishing trip. It would likely apply to black sea  bass, greater amberjack, vermilion snapper, gag grouper and several other  species.<\/p>\n<p>&#8211; Comprehensive annual catch limits.<\/p>\n<p>Catches would be limited by total pounds or number of fish and would apply to  73 species of snappers and groupers, dolphin fish, wahoo and golden  crab.<\/p>\n<p>Several Southeast Georgia saltwater fishing guides and recreational fishermen  plan to attend at least one of the meetings. They want detailed information  about proposed regulations.<\/p>\n<p>&#8220;I&#8217;m always skeptical of new things they try to impose on us,&#8221; said Capt.  Brooks Good of Coastal Outdoors Adventure and Coastal Cuisine, a family-owned  business on St. Simons Island.<\/p>\n<p>&#8220;As a fisherman like any other businessman, it&#8217;s been difficult to justify  staying in business with all of the regulations that are imposed on us,&#8221; Good  said.<\/p>\n<p>Environmental advocates including the Environmental Defense Fund favor the  catch share program.<\/p>\n<p>It is a flexible long-term measure that will benefit fishermen economically  while protecting fisheries from being depleted, said Eileen Dougherty, a senior  conservation manager for the nonprofit organization&#8217;s Gulf and Southeast Ocean&#8217;s  Program.<\/p>\n<p>&#8220;We see catch shares as critical in improving the fishing situation both in  population and economically,&#8221; she said.<\/p>\n<p>Catch shares give fishermen more flexibility. Instead of having, for example,  a three-month season to fish for a particular species, they would be allowed to  fish as long as they don&#8217;t exceed their harvest allotment, she said.<\/p>\n<p>&#8220;One size does not fit all.
