At least 700 tons of scrap concrete – old beams, junctions boxes, whatever castoffs the city can find – could be barged to a spot called Floyd’s Folly and deposited into the water off Ponte Vedra Beach.<\/p>\n

Man-made reefs become fish magnets – and destinations for fishermen – because they’re full of gaps and hiding places where smaller fish try to hide from bigger predators.<\/p>\n

Florida’s Fish and Wildlife Conservation Commission has offered a $50,000 grant if Jacksonville will handle the rest of the cost, estimated at $37,500.<\/p>\n

“They know the value of artificial reefs,” said Jody McDaniel, a grant manager for the city’s planning department.<\/p>\n

She said studies cited by the state concluded the money that anglers and divers spend visiting new reefs far outweighs the costs of installing them, giving a boost to local marine businesses.<\/p>\n

City Council committees have scheduled hearings next month on whether to approve the local funds. The project is one of 10 around the state picked to get state aid, said Jon Dodrill, an administrator with the conservation commission’s artificial reef program.<\/p>\n

A reef of scrap concrete and specially made “reef balls” was built last year just to the southwest of the new site. Both are in Floyd’s Folly, an area east of Mickler’s Landing in St. Johns County and about 20 miles from the mouth of the St. Johns River.<\/p>\n

The same general area was picked for the new project because it already has a federal permit that’s needed for reef construction, McDaniel said, and because it’s closer to shore than several other approved sites.<\/p>\n

She said fishermen have asked the city to put new reefs close in.<\/p>\n

Water in that area is up to 75 feet deep, making it simple to build a reef without affecting a 50-foot clearance needed for ship traffic.<\/p>\n

Much of the ocean floor there is nearly empty, with little to attract fish, said a longtime diver who visited the area before the last reef project.<\/p>\n

“A lot of that is nothing but sand out there. That’s why you’ve got to put things down,” said Phil Harville, a member of the Jacksonville Reef Research Team.<\/p>\n
